Yak, This site does Not look bogus, it is part of Westpacs official site - go to westpac by other means and you navigate to the same page listed on the email (assuming that the html version you got is the same as the cut and paste off your post).
So either someone is just playing silly buggars or even worse - that is an official email from westpac, proving beyond doubt that they are as dumb as the proverbial box of hammers. Encouraging people to respond to banking emails is a little risky in the current climate I would think.
