If the Russians had seen any obvious merit in the INL process, they probably would have gladly paid a million or more. But it seems that the offer by INL was too good to refuse and 150k is peanuts for the Russians.
So I do as the Russians do, sit back and observe, but I am close to taking INL off my watch list.
