It's not addressed to me (sorry) but I am heavily involved in the waste industry with particular exposure to European markets, and visit Germany often so may have some input. Germany (and Europe as a whole) is 20+ years ahead of us. They are phasing out the last of their landfills, I think by 2020; basically all waste non-recyclable waste is incinerated to produce energy and heat. The mindset of the typical German is far more sustainability-conscious than the average Australian, and this is reflected in government policy which drives greater investment and commercial activity in re-use than what we see here. The green party in Germany is much stronger (and growing) than here in Australia.
Saying that, I think that because of the advanced waste processing techniques, waste reduction from HX would be viewed as more of an efficiency gain rather than a strictly environmental one. Building supplies in particular are well processed and recycled - usually as a road base aggregate.
