Yes it can be an eye opener - getting info under FOI.
The comment "Freedom of Information requests have elucidated some very surprising responses" - indicates take is that they have found info that will enable them to make a 'considered response' and if that's the case they are hardly going to make their strategy public until complete. The words "very" surprising indicate anomolly/s have been found imo. Time will reveal what it's all about.
