You can oversubscribe.. if you are unsuccessful they simply refund you the amount you paid that was not able to be filled.. from my experience it is around a 25% chance they will accept oversubscribed amounts..

I suspect many will have a big initial holding so even taking up full entitlement will be a challenged.. and may involve selling down heads in order to completely participate.

I am right on the edge of just being able to fully take up but likely wont have enough to hope for additional.

Might be an amazing opportunity.. but i suppose we all just need to decide if we can afford and how much we can afford.
