If WPL are going to protect themselves in the JV they will have to take a tilt at FAR. They don't have enough % to avoid the operator ship being given to someone else IMO.
The cheapest way on 2 fronts is to have a tilt at FAR. Secure operator and rid themselves of PE and give themselves one of the largest footprints in MSGBC.
They are running out of time.
