    If the company raises some new capital, the shareholder ownership percentage gets diluted. The amount the company raises and the per-share price will dictate the amount of the dilution. FBR need a hell of alot of money, therefore there will be a hell of alot of dilution, hence the term “dilute the hell out of the stock”
