The subtle capper is most likely in an " understanding " with those that will determine the next CR imho.
Also notice the 1.2 million on the bid at .011 has disappeared.
Just another " attempted " psychological ruse to have holders sell, considering the great " delay " in the " promised "
Jorc report.
The capper must have some " influence " .
