While I don’t believe Shorten making excuses helps anything I guess he is just voicing the obvious. Of course vested interests will oppose policies that may impact them negatively. It's a given and Labor should have expected and been prepared for that. They weren’t and thats a fail that cant be passed on to anyone else. Yes, the scare campaign worked, but it only did so because Labor was hopeless at countering it.
IMO the new Labor leadership will not be undermined by Shorten because when you lose the un-losable election there is no comeback possible in terms of the top job. I think he realised that and thats why he surrendered the leadership on election night. Albo is more acceptable to the Labor base and has a better reputation generally.
The only time Bill Shorten as Opposition leader did reasonably well in popularity was when Abbott was PM and that was over four years ago. Albo may have a honeymoon period as Opposition leader and whether he builds on that or goes backward depends on performance. No point in speculating. We will have to just wait and see.
