According to Dryblower (www.miningnews.net) recent report by London based Economist Intelligence Unit survey lists high sovereign risk countries in order:
(list incomplete,subscription to EIU ~$225)
No 1 Iraq
2 Argentina
3--?--
4 Turkey
5 Indonesia
8 & 9 Egypt and Peru
Russia slightly below South Africa
China,Thailand,India less risky than South Africa
etc.
