I am by no means an expert, and you are correct that working capital does not mean spending for a capital asset, however, given that the first two smelters have already been bought dismantled, refurbished and shipped to Kupang with construction started one could argue that all that remains is the labour(wages) costs of construction which could now be classed as working capital given the delays in the project.

Thoughts anyone?
