I not sure why the thread needs closing. Are there other more important things to discuss on OGX..

Anyhow i have read further and yes they appear to be making a claim of last resort.
I won't be signing up for following reasons:
1) morally i don't expect my taxes to bail out spec mining stocks.
2) i think to pay out under this legislation there needs to be a ruling that ogx did something wrong and secondly was set up for financial services therefore in my non expert opinion chance of success is not high.
3) in my case cost would likely be higher than any potential payout.
