    If, as you people imply, it has been stashing supplies, rather than shipping them since then, then possibly it is to feed a larger shipment immediately to a potential new offtake partner as soon as that partner is officially announced ?

    Have to sit and wait it out but I think you could be closer to the truth with this suggestion
