Impaired driving is impaired driving. If you don't see it that way then that's fine. That's how I see it, and it's a huge issue currently here in Canada so dismiss it all you like, but they aren't different.
It's the same as any impairment in my view, prescription or otherwise. How are they so different? if you're impaired you're impaired.
