    No not the best analogy.

    Rome got too big, this is true, Roman's paying taxes in the outskirts got little or no protection from the guards, centurions etc, and they also got comparitively little access to amenities like clean water, medical attention (even if they could pay for it) and other essential infrastructure yet they paid the same taxes as those in Central Rome who got more for their buck so to speak. This was one of the main reasons for Rome's decline.

    Sorry to digress, I was a history student at one point.
