Yeah this is positive, but nothing that has not been foreshadowed before - It's one thing to talk about interest from other parties for an equity stake or offtake agreement - the real sp movement will come when WR actually has a deal to announce - the same holds true for rail access & port. So I would like to see WR actually consumate a deal rather than flirting around talking about them.
