I think the announcement you posted was mainly concerned with the actual formation of the JV.

From that announcement...

"The Final5 service will begin an initial trial period in early 2004."

There has been no news since then regarding commencement of these "initial trials", so perhaps this is it...however, I wouldn't have expected a long Halt for this kind of announcement...nor would I expect it for a capital raising, quarterly report, or a simple activities update.

Long halts are usually reserved for...

1. Administrators appointed (not likely)
2. Aquisition/merger/takeover activity (highly likely)
3. Major contracts (also highly possible)
4. Any other news that might substantially effect shareprice (always possible)

Lets hope for a good one!
