I think many people are way over thinking the whole Announcement.

Apply Occums razor, and here's what I see as the most simplistic, most likely answer to this whole BS announcement.

-OBJ can see it's failing, hard, and likely to go bust in the mid future.
-OBJ don't wont to loose the free money train they are riding.
-OBJ can see the sentiment turning against them, so they look for an announcement win.
-OBJ just go door knocking, or have a ring around to any company, anywhere, making any kind of drug, who cares what that is, and ask if they can test their old, tried and failed ETP tech from the glory days of hope. Pot is on the TV news at the time, so it selected as a media favourable choice.
-OBJ Find LGP in a back block nearby, rock up and say:"hey we'd like to test your product in our old patch at our friends university, can we do that? it would be all at our expense? You don't have to do a damn thing other than say yes".
- LGP obviously give the green light to OBJ and handful of cheap pot to test. Their job is done. They get media exposure, win-win. OBJ pretties it up into an announcement, tell the media, pumps it out to market like its glorious, and hope every forgets we went though this EXACT situation before. Hell even the damn photos in this news article could be from any of the rubbish we saw in 2010/12/14/16. its just another friendly media, 5 finger review to keep the bonus barge from sinking.
- Neither side really gives a damn if it goes further, its done its media-press-show job. If it goes further, win-win-win. Otherwise its wait for another 3 year for the follow up to why this went no where.

And with that, onto the "Next quarter" for all the Church of OBJ cultists....
