Rtenn has some knowledge on this as he is in Canada & is familiar with this sort of thing.
We always assumed that The Canadians would try to move BMN lower to get in at cheaper prices ... its just that some of the other factors discussed worked in their favor, I think they must have been stoked to get in so cheap.
All history now ... its in their interest to let her run this time
