Actually, yes it does represent a form of capital raising, expect that the capital had already been received (12 months ago), but the associated 8.474m shares are only now being released from escrow.
It represents the US$10m of stock that was issued to NovaQuest, which NovaQuest will be free to sell from 10 July 2019, if it so wishes.
