Actually I slightly disagree with him. I have posted before that the market is different to 2017 this time . Institutions were not there then. It consisted of long term hodlers and newbies . There is very little evidence of newbies in the present market and if present are in small numbers , They are the ones who flowed into altcoins . Hodlers are unlikely to move to altcoins as they are philisophically and wedded to the technology Bitcoin . Institutions are constrained by the rules of their funds . Therefore for altcoins to significantly increase in value there needs to be an influx of newbies . This is possible as evidenced by the 21% increase in Bitcoin SV after it was mentioned on a American TV programme in the last 24 hours . However google searches for bitcoin are only at 2013 levels not 2017 and the exchanges are not struggling to keep up with the number of people trying to sign up.
