If VW plans to use 20k tonnes of LCE in 2020 that means they are planning to build about 700k cars (assuming 30kg LCE per car).
In 2018 VW sold about 10m cars. So this would be ~7% of VW to be electric in 2020. Pretty ambitious but certainly not impossible. They are doing quite a lot of advertisement in Germany already.

A 10x increase from 2020 to 2025 would then mean about 70% of the VW sold to be electric. And that would require 200ktpa of LCE. I like it!
