I work for an operator (albeit as an engineer) and i've not seen a TH called for a duster. Once the top of the formation is drilled, oil shows will come back via cuttings and be observed and tested. In my opinion, they have encountered hydrocarbons and they need to keep a lid on it. If there are no indications of hydrocarbons, the operator would call it a dry hole and move on. I'd be surprised (and disappointed) if this wasn't the case.
