    I can assure you it's no 'conspiracy theory' atlunch. Its a policy that serves the best interests of the Federal Reserve's shareholders. JP Morgan and CitiGroup hold over 51% supposedly. It's all part of a 'strong dollar policy', consistently repeated rhetoric that was initiated during Rubin's tenure.
