CNE don't have internal capability to manage FEED, let alone a development. CNE pushed that operatorship change as much as WPL, they were relieved to hand it over. CNE don't have half the staff required, when WPL bought SNE, they put staff on secondment to CNE to help with specialist jobs that CNE didn't have internally, they returned to WPL when WPL took over development lead - this is when WPL started doing the bulk of the pre-FEED in house.

It's worth noting that there are only 180 FPSOs globally, WPL have developed around 5% of those as operator and has all the skills for development internally. CNE has built a buisness around not operating in development and have neither the skills nor procedures in place, and they have no desire to change this.
