You will find that in the background they will be still negotiating and looking at setting up finance for stage 2. I think there is enough profits for this to be funded quite easily and the bankers know this is a reasonable safe bet project.
PLS are smart enough to know that for someone to buy into the project it will be easier if they have lined up to finance stage 2 and that way no one can hold them ransom to take a lower price to buy into the project.
We will tell them this is the premium price you have to pay if you want in or else we will fund stage 2 ourselves.
