I think you are right. I know that they had been thinking about it for quite a while and they wanted to do it at the same time as a really big announcement but they haven't had any super big announcements to make so they decided to just go ahead and get it done. They are working hard to make progress in many other areas as well like hiring another environmental person (someone posted the job ad a few days ago) to speed up the approval process for permits for the ROD. They are kicking goals and intend on kicking more.
