From the 2017 feasibility study to the march 11 2019 recalculation of capital cost from 335M up to 427M and the IRR down from 78% to just 28% this reads as a real dog which is unlikely to get funding. You would want a magnificent discount to give this one a shot, unless you are a rare earth metal super bull. For the IRR to crash so precipitously is a major concern to me. Large IRR means a reasonable margin of error for the project. I think they have probably pushed out the mine life with a lower cut off grade maybe...you would have to research that yourself.
Just my opinion. It is hard to find a good rare earth bet, if you have another in mind let me know.
