1414 need to do 2 things:
1. Demonstrate that the technology is commercially viable. Opinions aside, even the company said they are still working through to commercialisation. That means demonstrate the revenues from the GAS TESS, which willl be assumed for the TESS IND
2. They need a new paying customer. They have taken too long for the market to accept MOUs at this point. If they announce a new, decent sized customer they will move fast
