There could be numerous reasons for the delay. Regardless that it is just poor management to fail meeting a simple deadline I reckon my best guess to the reason will be close to the mark.

BRB management know they have found a globally significant gold deposit/camp and are anxious to tell the World. They have expectations that the Global Resource should get a huge increase with the next update. The consultants engaged to do the update are being conservative and will not accommodate meeting such expectations for BRB. There has been some argy bargy and back and forth. BRB could not persuade the consultants to take a different view/ use a better model/ increase geostatistical number crunching/ whatever............... and have now found themselves looking for an alternative option. Thus the extra month needed to find a fix.

Or something like that!
