I'd say that they wont get much bigger than the Two GSE's.
In my mind,that could mean that anyone thinking that they could always go to the Government as a last resort might find that they get the door slammed in their face with a note on the door saying.
"We've run out of dough".
So who ever thinks that they are backed might be in for a rude shock?
