That's probably very true, however I have seen many oil drills where a company states something like "the presence of hydrocarbons gives optimism for lower targets". But you are correct.

As for the ASX decides what's price sensitive, not the company. I'm sure you will find that the asx is influenced by the company, or at least by the wording of the announcement. The asx will have no idea if a primary target has been passed or not. Had the ann said something like "The company is disappointed to report to shareholders that...", then the ann might have been marked sensitive.
