In the PB I was on site during some flora surveys. These were in November - which coincidentally is Spring!
The other exposure I have is the drafting of a rehabilitation plan, which as I said above was planned for spring. This is because it’s to the advantage of the operator as you’re trying to show there has been a good recovery of local flora, which is abundant at that time.

As you’ve noted it is likely dependant upon sensitive areas, whether there are threatened species and if there are undesired species. All of which was the case in the PB.

My involvement in the Cooper re: enviro surveys is nil. But I’ve spent more time up there and can’t recall enviro surveys being a show stopper. Certainly not as prominent as in the PB.
So I could be wrong - but just haven’t heard of an “only spring” enviro survey requirement.
