Walt, my understanding is that CVI are positioning themselves to hopefully get the pick of the litter with the onshore leases. In the 80's there were wells producing oil that there would be no problem in finding the well-head again.
If they can choose one of these sites, they could have oil production of some sort up and running within a year IMO - it would be rudimentary and trucking the oil back to Luanda or elsewhere, but could certainly be done quite rapidly, as there would be the old data to work off.
2000 bopd trucked would equate to about $300,000/day - which would be a significant inflow of cash, even if CVI had only 40% or less of the lease.
Of course there are a lot of "ifs" in working out where this company is going. Fortunately, there are also a bunch of "when"'s as well - it is not all smoke and mirrors as some would have us believe.
