Discriminatory over-incarceration?
I beleive the incarceration rates are about on par with increased statistical chance of child abuse occuring in the indigenous community but well under the increased statistical chance of violent domestic abuse and domestic abuse leading to murder.
I think the incarceration argument can not be held up as a light against any government, IMO their hands are tied on such matters.
