Isn't the excise exemption being wound back over the next 4 years?

Also the excise cut proposed in the green paper appears to be of the aim of maintaining the status quo of petrol prices, ie if the new proposals increases the price of petrol by 10c/l then the government will cut the excise by 10c/l. I see this as a positive for all biofuels in Australia, better than the previous arrangements.

Today's drop in price appears to be linked to the drop in oil.
