Seems like this - creditors have 2 choices:

Liquidation - get 13.9c in the $ across all creditors
OR
Take 22.5c in the $ or stay in for 3 years and maybe
get all your money back or a combination of both

Also, it seems that creditors who stay get 100c in $ if
OCV 35% of Stella is worth about $230 mill BUT OCV shareholders get any upside if OCV share of Stella is sold for more than $230 mill.

Creditors - liquidation option clearly not optimal
Shareholders - have a chance of getting something

Sounds like a reasonable compromise.
