Encouraging personal debt... Hawke/Keating deregulated the financial industry. What did Howard/Costello do to encourage higher borrowings?

The reduction of $96bil debt commenced well before mining boom. The future fund was the continuation of the debt reduction. Once paid you start saving for the future and that is good economic sense and what Howard/Costello did.
