Yes. If you take all the bits of information from media, Ozblue, sector, etc and timeline:
The institutional investors didn't support CR offer.
So PLS has to go lower down the pack for funding. And that requires prospectus (sales pitch) and time to prepare.
So what Ozblue was probably referring to was that PLS will go all the way down retail holders with SPP to try and get cap with less discount than it would have to offer to institutions to get them on board. (Possibly doing a raise for Posco deal as part of sales pitch)
All in all, it's bad news for the sector, not just PLS, on funding front. It means companies will have difficulty raising cash from institutions/lenders when they need too.
