A stockpile is a stockpile. You buy it, stick it in a warehouse and wait for its used by date or if you need to use it.
I don't have the details of when the various stockpiles around the world come up for renewal or expansion, but I would imagine it is patching.
When renewing stockpiles, I believe governments are looking to change the balance between Tamiflu & Relenza since Tamiflu has the risk of being useless.
My understanding is that GSK didn't invest in developing an easier delivery system (inhaler), hence the preference for Tamiflu in day to day use. Relenza's big market is stockpiles.
I could be wrong, but I think GSK actually moves as much Relenza as it can make. I don't believe GSK has a stockpile of the stuff.
