Can you back this up with some evidence in regards to "apply for permanent residency" with their meaningless qualifications?
The route to skilled migration is quite hard. Your qualifications needs to be on the critical skilled list. Many of these also require a high score on IELTS english test.
This is different to some who game the student visa to stay longer (and intend to work) but they are limited to 20 hours a week during school terms (which they often abuse).
