It's survivorship bias. We're ignoring all the equally experienced chartists who predicted the price will go up. Both of them had a pretty equal chance of being correct when the SP is bouncing up and down all over the place.
..and also, the prediction given by said chartists was "low 30's" which has still been incorrect for many months. Since no timeframe was given, they could technically be 'correct' at some point in the future
