It doesnt say that. It says the area to the east of the dotted red line MAY be too deep for High cliff but is prospective for Wagina. That wagina is ~800m shallower than the Kingia-high Cliff zones.
It is more around drilling technology limits than whether there is gas filled porosity targets there. I am sure there would be.
