I would not put much credence on that article, it says at the bottom it was a commissioned article. Doubling production for $4M??? Yeah right. What is that, a handful of excavators? If the article is true, it sounds like empty words to soothe ruffled wallets.

It appears that Morocco is inviting various countries eg Vietnam and India to erect at their own cost new DAP plants in Morocco at what they call their "phosphate hub" processing centre. I would imagine that any increased RP production will go to these plants firstly, not exported as raw RP. They are quoted in more reliable media as saying that they are investing $2.5B in phosphate infrastructure over the next 5 years or so.

Morocco does not have any financial interest in RP prices collapsing and they certainly aren't a charity given that their economy derives a large part of its export income from phosphate.
