Hmm, hard to say #cortinaboy. We do know PET have been in discussions and performing trials with great results and achieving desired outcomes in Florida for some time. I suspect this document is predominantly in standardised format... There are many instances when government bodies do have a requirement to advertise a tender document to legitimise the process despite, being, at times, already well advanced in discussions with a selected party...
As to quantifying the dollar amount required, based on what we have seen in China with winning contracts for very large water body work, the scope of work may yet to be, completely defined with so many other interconnecting waterbodies to receive allocation...
Was it US$50 billion that has already been stated publicly at government level, that has been already made available for this regions water body clean up?
It appears to be a work in motion. Anyway, Ive shared enough thoughts. Obviously, I'm not saying unequivocally that this is the case here, and we all of course, have our own interpretation, research methods, analysis, experience and general investment judgement. So goodluck to us all.
