There was a few posts on this a couple of weeks ago, it could be a ways off yet.
Australian Transport and Energy Ltd seem to have their focus on the Moree to Toowoomba link to complete the border rail from the Port of Melbourne to the Port of Gladstone. This 350 km will take till 2014 to complete.
It would seem that the Mt Isa to Darwin link would be a fair bit further into the future, but considering the need for the mining areas of western Qld and NT to have access to the Port of Darwin it should be a priority right now with government backing.
