I agree with your sentiment about too many baiting n flaming posts, however I think it needs to be applied both ways, applied to both pumpers and negative posters. That could greatly increase the quality of posts, rather then wasting a post with a simplistic unsubstantiated opinion, posters would value their posts more and use them to include more substantial information.
