The current plan is to drill 12 wells in the 500 series. The balance is 400 series wells which you seem to be ignoring. Suggest you read the document again as they are referring to the 500 sands only in that sentence.

@Ya mentioned in his post that phase 1 is 500 sands and also 400 sands. So unless Ya is wrong there will be more than the 12 wells in phase 1.

So until they get further data on the 400 sands from the drilling into the 500 sands they haven't formalised the number of wells for the phase 1 400 sands.

Nothing new or different from what we have been told previously other than we now know how many 500 sand wells are planned.
