I'm sure BHP would be maintaining the track anyway and including these costs within a user charge. Why not let them maintain all the loco's and rolling stock as well if they're so worried. Just expand the scope of the user charge. We'll keep the profits on selling the tonnes less the user charge.
Makes little sense anyway for every 3rd party operator to have their own rail mainenance operation anyway IMO.
