They have been clever at avoiding the unmitigated disaster that not achieving the 2 conditions precedent by 30 Sep could have been. I will give them that. They are masters at playing the 'Waiting for Godot' game. There is a sense that this play will be dragged on, almost forever, without actually ever getting anywhere. The carrots will just keep on appearing - at least for a while yet.
